CDCS is a unique service option that gives persons more flexibility and responsibility for directing their services and supports, including hiring and managing direct care staff. CDCS may include services, support and/or items currently available through the MA waivers, as well as additional allowable services that provide needed support to persons.


Agency with Choice Model--MRCI provides employee management services designated by you

  1. You and MRCI are dual employers:

    1. oYou are the managing employer

    2. oMRCI as the common law employer:

  2. Completes the background check

  3. Verifies citizenship

  4. Issues payroll checks

  5. Withholds and files employment taxes, furnishes employee with a W-2

  6. Provides Workers’ Compensation and Unemployment

  7. Supports you in your relationship with your employee


Payroll Model—MRCI pays your employee at your direction

  1. You are both the common law and managing employer

  2. MRCI acts as the fiscal employer agent:

  3. oProvides payroll services

  4. oWithholds, files and pays federal and state employment taxes


Fiscal Support Entity—

  1. FSE pays the consumer, vendors and other providers after services are provided and verified.

  2. Consumer pays the support workers, providers and vendors directly for goods and

services received, including managing payroll.

  1. Consumer is the common law and managing employer.
